In a medium Dutch oven, heat oil over medium-high heat. Add onion and bell pepper; cook for 5 minutes. Add garlic; cook for 1 minute. Add sausage; cook, using the back of a spoon to break up meat, until browned, about 8 minutes. Add pasta sauce, tomatoes, broth, and salt; bring to a boil. Reduce heat to medium. Add tortellini; cover and cook until pasta is tender, about 8 minutes. Stir in spinach until just wilted. Garnish with Parmesan, if desired.
